Mark Santos – President
Mark N. Santos, P.E. Mark serves as Parking Practice Builder for Kimley-Horn, a full-service multidisciplinary consulting firm, focusing on project management and business development. Mark is based in Fort Lauderdale and provides support to Kimley-Horn’s fifteen offices in the state of Florida. His parking specific expertise for over 17 years includes complex and mixed-use projects in the entertainment, government, transit, retail, healthcare and private sectors. His skillset includes parking supply/demand studies, feasibility studies, planning and functional design for parking facilities, and rehabilitation of parking facilities. Mark earned his Bachelors of Science Degree in Civil Engineering from The Pennsylvania State University. In addition, Mark serves as the co-chair of the IPI Planning, Design, and Construction Committee (formerly Consultants Committee) since 2013, and will continue into the 2017-2019 term.
Lissette Hernandez, CAPP – Immediate Past President
Lissette Hernandez, CAPP, is currently the Director of Parking and Transportation at Florida International University. Lissette started at FIU in 1995 as a fiscal assistant, moved into the role of Coordinator of budget and fiscal operations and promoted in 2007 to the Assistant Director of Administration responsible for fiscal and administrative operations. She currently manages Parking and Transportation functions to include enforcement, maintenance as well assisting the Executive Director in the day to day operation of the department. She received her CAPP certification in 2009 and has been a member of IPI and FPA for over ten years, and served on the FPA Conference Planning committee for the 2012 conference.
Tracie Saunders – Secretary
Tracie Saunders is the Manager of Parking and Transportation Services at the University of Central Florida. Tracie started her parking career in 2007 as a fiscal assistant and moved up to office Manager in 2008. She manages the main operations department which includes daily administrative procedures, permit issuance, citation payments and overall general education of the parking regulations at UCF. She received her BS in Health Service Administration and her MA in Career and Technical Education from University of Central Florida. She is currently working on her CAPP certification. She has been a member of Florida Parking and Transportation Association since 2009 and has sat on various committees within the Association.
Salena Tepas – Treasurer
Salena Tepas is currently the Assistant Director of Parking and Transportation at University of North Florida. Salena started at UNF in 2007 in Financial Aid helping students plan for study abroad and Global MBA programs. She was then promoted to Financial Aid Accountant where she managed and reconciled federal, state, and institutional programs. In 2011, she moved to Parking Services to the role of Accountant, followed by Budget Coordinator, and eventually became the Assistant Director in 2016. In this role, she currently manages the financial, customer service, and enforcement operations for Parking Services. She is a member of IPI and FPA.
Chip Chism – Director
Chip Chism became the Director of
Parking and Transportation in December of 2004 and he hasn’t had a good night’s sleep since. Prior to that he was an urban planner at a regional planning council. His hobbies include martial arts and reading. In his spare time he helps host a ‘creature feature’ type public access TV show and in March of 2017 he was inducted into the Horror Host Hall of Fame.
Tom Hartley – Director
Tom Hartley is the Assistant Vice President of Parking, Sustainability & Transportation at Florida International University. Tom’s responsible for developing new strategic business practices, and providing operational expansion, revenue creation, as well as stewardship of resources. Tom also ensures we maintain alignment with Florida International University’s strategies. Tom oversees our financial reports for the Office of Business and Finance as well as Board meetings and other Executive forums and meetings.
After his twenty-two year tenure with Walt Disney World, Tom transitioned into the parking industry as Director of Parking & Transportation Services at Mohegan. Prior to joining the FIU team, Tom was the Executive Director of Bethlehem Parking Authority in PA. and is a member of NPA. Tom holds a Master of Hospitality Administration, a Master of Business Administration-Finance, and is currently pursuing his doctorate in Education.
Raymond Mensah – Director
Raymond is the Director of Parking and Transportation Services at the University of South Florida where he oversees a staff of 120 employees, the overall parking operations consisting of 20,500+ parking spaces, and the University operated 6 route transit system. Raymond serves on the University’s Student Green Energy Fund Council, the Sustainability Committee, and the USF Office of Supplier Diversity Advisory Committee. He is also the Chair of the New North Transportation Advisory Board, a public-private partnership in northeast Tampa that provides a forum for businesses, local governments, residents, and commuters to address the transportation needs of the area.
Raymond has over 17 years of diverse parking and transportation experience both in the private and public sector. He started his parking career in the Atlanta area overseeing commercial on and off street parking, valet, and shuttle operations. He later moved in to the public sector where he managed a complex human service transportation program for the largest region in Georgia, serving 13 counties in the Atlanta metropolitan area. He transitioned to the higher education arena in 2010 where he managed the parking and transportation operations at Georgia State University.
Raymond is a United States Air Force Veteran, holds a master’s degree in Public Administration (MPA) from Georgia State University and a master’s degree in Business Administration (MBA) from Keller Graduate School of Management. He earned his CAPP designation in 2014 and is a member of IPI, NPA and FPTA.
Angel Diaz – Director
Mr. Diaz is the Director of Operations for the Miami Parking Authority since May 2016. He is responsible for the oversight of over 100 employees, including the Miami Marlins and Jackson Memorial Hospital. Mr. Diaz also oversees the Authority’s on-street and off-street parking portfolio, which includes five garages, 59 lots, and over 38,000 parking spaces. He brings to the agency an extensive knowledge of both the public and private parking sector.
Mr. Diaz started his career in parking as a frontline employee in 1993 as a meter collector. Throughout the years, he has managed the parking contract for the cities of Richmond, Virginia and Santa Monica, California. In Richmond, he oversaw a staff of over 80 employees and was responsible for 8,000 parking spaces with an $18 million budget. During his tenure in Santa Monica, Mr. Diaz was responsible for 15,000 parking spaces, a staff of 75 employee and an operating budget of $60 million.
Mr. Diaz has 25 years of parking experience managing municipal parking and earned his Certified Administrator of Public Parking (CAPP) through the International Parking Institute and The University of Virginia. In 1996, he completed the Greater Miami Chamber of Commerce Leadership Program. He is currently a member of the International Parking and Mobility Institute and the Miami Downtown Development Authority. Mr. Diaz, was also a member of the California Public Parking Association, Santa Monica Chamber, Santa Monica PAL, Santa Monica Kiwanis Club, Parking Association of the Virginias and City of Richmond’s Chamber.
Tom Szubka – Director
Tom Szubka is the Director of Operations for Flowbird Group, America. In this role, Tom, is responsible for operational units that include Project Management, Production, Repair, Programming, Field Services and Support, Installation, and Call Center Services.
Tom has been in the parking industry for more than 15 years with experience in private operations, municipal operations, and as a technology solutions provider. Prior to his roles in the solutions space (Flowbird & T2), Tom was the Operations Superintendent for the award-winning City of Tampa Parking Division where he oversaw several PARCS installations/upgrades, the installation of a multi-space on street meter program, implementation of pay-by-phone technology, and the implementation of surface lot multi-space meter program. In between his days as a private parking operator and his municipal tenure, Tom took a five-year break from the parking industry to serve as an executive with the NFL’s Tampa Bay Buccaneers as the Director of Team Services, overseeing Travel &Logistics, Game Day Operations, Community Relations, Training Camp, Special Events, and Cheerleading. Tom is active as a member, speaker, and writer with the Florida Parking and Transportation Association, the National Parking Association, and the International Parking Institute.
Tom hold a BS in Finance from the University of Illinois and has strengths in public speaking, process improvement, organizational development and problem solving.
Marilyn K. Etheridge – Manager
Marilyn is President of MKE Consultants, LLC, a consulting firm specializing in management and business development. She has been in the parking industry for the last 15 years, traveling throughout the southeast working with universities, municipalities, hospitals, governmental agencies, private sector and developers in their quest for parking solutions.
Marilyn has served on the Florida Parking Association Board in the capacity of Secretary and committee member; she also serves on the IPI Professional Recognition Committee. Marilyn is an active member of FPA, IPI, FL Education Facilities Planners, FL Healthcare Engineers, Society of College University Planners, Commercial Real Estate Women, Society of Professional Marketing Services where she was named a Fellow by her peers, and various civic/community associations.
Marilyn has been an active member of FPA and IPI since 1999.
