Chester Escobar – President
Chester Escobar is currently the Regional Manager for SP Plus for South Florida and Puerto Rico. He oversees all operations and market development efforts in these regions. His career in the parking industry spans over 23 years in both the municipal and private sectors. In the municipal sector he’s held the positions of Chief Operations Officer and Assistant Parking Director for two of the largest cities in South Florida. His experience in operating large municipal and private operations provides him a unique vantage point to successfully integrate business efficiencies in any parking and transportation environment. Chester recently served on the Florida Parking Association Board from 2008 to 2012 with two of those years on the executive board as Treasurer and has been active in all aspects of the Board. Chester has a BA in Business Administration from Florida International University.
Kris Singh, CAPP – Immediate Past President
Kris Singh, CAPP is the Director of Parking and Transportation Services for the University of Central Florida. Kris manages maintenance and operation of several offices, permit sales, enforcement, maintenance, special events, transportation operations, and the visitor information center with staffing of approximately 60 employees. Kris has worked in Parking and Transportation Services at UCF since 1998 and has been in the capacity of Director for the last five years. He worked as a police officer for UCF from 1993 through 1998. Kris received a BA degree in Public Administration and has also earned the CAPP (Certified Administrator of Public Parking) designation from the University of Virginia. He has successfully held FPA board positions for the past five years.
Lissette Hernandez, CAPP – President Elect
Lissette Hernandez, CAPP, is currently the Director of Parking and Transportation at Florida International University. Lissette started at FIU in 1995 as a fiscal assistant, moved into the role of Coordinator of budget and fiscal operations and promoted in 2007 to the Assistant Director of Administration responsible for fiscal and administrative operations. She currently manages Parking and Transportation functions to include enforcement, maintenance as well assisting the Executive Director in the day to day operation of the department. She received her CAPP certification in 2009 and has been a member of IPI and FPA for over ten years, and served on the FPA Conference Planning committee for the 2012 conference.
Trish Everitt – Secretary
Trish Everitt is the Parking Operations Supervisor and has been with the City of Gainesville for over 30 years. Prior to her current role in the Public Works Department, she worked as a law enforcement paraprofessional at the Gainesville Police Department for 21 years. She is responsible for the administration of parking facilities (garage), garage access equipment, parking lots, parking meter operations, decal restricted zones/various residential decal programs and parking enforcement. She is has been working on projects of mobile enforcement, mobile pay and license plate recognition implementation. Trish is a graduate of Leadership Gainesville Class 37 (2011) through the Chamber of Commerce and a University of Florida alumni. She is a member of FPA and IPI, serving on the FPA Board of Directors and the IPI SRA Committee.
Alejandra Argudin, CAPP – Treasurer
Alejandra Argudin is the Chief Operations Officer for the Miami Parking Authority (MPA), the largest parking agency in the State of Florida. She has worked at MPA for 10 years, of which her first four were overseeing the Planning and Development Department. She is currently responsible for the day-to-day operation of a parking system which manages over 36,000 spaces, with 130+ employees and an operating budget of over $28 million. In 2015, through her leadership, the MPA was one of only five organizations that obtained the Accredited Parking Organization (APO) designation from the International Parking Institute (IPI) and in 2016, they were one of only two organizations to receive the APO with Distinction.
Alejandra is a graduate of Florida International University with a B.A. in Business Administration and a Master’s in Business Administration. In keeping with her desire to always be a vanguard within her industry, she earned the Certified Administrator of Public Parking (CAPP) designation through IPI as well as acquired her LEED AP designation from the Green Building Council. She currently serves on the Florida Parking Association Board as the Treasurer as well as on IPI’s APO Board of Directors.
Mark Santos P.E. – Director
Mark N. Santos, P.E. Mark serves as Parking Practice Builder for Kimley-Horn, a full-service multidisciplinary consulting firm, focusing on project management and business development. Mark is based in Fort Lauderdale and provides support to Kimley-Horn’s fifteen offices in the state of Florida. His parking specific expertise for over 17 years includes complex and mixed-use projects in the entertainment, government, transit, retail, healthcare and private sectors. His skillset includes parking supply/demand studies, feasibility studies, planning and functional design for parking facilities, and rehabilitation of parking facilities. Mark earned his Bachelors of Science Degree in Civil Engineering from The Pennsylvania State University. In addition, Mark serves as the co-chair of the IPI Planning, Design, and Construction Committee (formerly Consultants Committee) since 2013, and will continue into the 2017-2019 term.
Vicky Gagliano – Director
Ms. Gagliano currently serves as Senior Parking Consultant, providing expertise to all Tim Haahs offices. Her responsibilities include researching, analyzing, and recommending solutions to parking problems through the performance of parking supply/demand, alternatives and site analysis, market and financial feasibility, shared parking, revenue control, and parking management studies. Ms. Gagliano’s extensive education and experience in financial analysis augments her expertise in performing financial feasibility and supply/demand studies. Ms. Gagliano has over 14 years of national and international study experience, including notable projects in 24 states, as well as in Puerto Rico, the Bahamas, Trinidad, and the UAE.
Pam Corbin, CAPP – Director
Pam is the Parking Administration Manager for the City of Orlando Parking Division responsible for the budget development process, garage access card management, accounting operations, financial reporting and analysis for a parking system with 8 garages, 6 surface lots and over 1000-metered spaces. She has twenty years of combined experience in finance, budgeting, and management analysis. She has been a member of FPA and IPI since 2000, and previously served on the FPA membership committee.
She has been a member of FPA and IPI since 2000. Prior to being elected to the Board, she served on the FPA membership committee.
Tracie Saunders – Director
Tracie Saunders is the Manager of Parking and Transportation Services at the University of Central Florida. Tracie started her parking career in 2007 as a fiscal assistant and moved up to office Manager in 2008. She manages the main operations department which includes daily administrative procedures, permit issuance, citation payments and overall general education of the parking regulations at UCF. She received her BS in Health Service Administration and her MA in Career and Technical Education from University of Central Florida. She is currently working on her CAPP certification. She has been a member of Florida Parking and Transportation Association since 2009 and has sat on various committees within the Association.
Marilyn K. Etheridge – Manager
Marilyn is President of MKE Consultants, LLC, a consulting firm specializing in management and business development. She has been in the parking industry for the last 15 years, traveling throughout the southeast working with universities, municipalities, hospitals, governmental agencies, private sector and developers in their quest for parking solutions.
Marilyn has served on the Florida Parking Association Board in the capacity of Secretary and committee member; she also serves on the IPI Professional Recognition Committee. Marilyn is an active member of FPA, IPI, FL Education Facilities Planners, FL Healthcare Engineers, Society of College University Planners, Commercial Real Estate Women, Society of Professional Marketing Services where she was named a Fellow by her peers, and various civic/community associations.
Marilyn has been an active member of FPA and IPI since 1999.
